Protect for Legal Rights of Owners and Anti-Abuse Performance of I.O. Association

We are representing the middle class, the people who pay most taxes. We are the working and supporting force of society in Hong Kong. We bear very heavy responsibilities towards our citizens, our cities and our country. But in the existing framework of law, we are the least protected and in some extreme cases our fair protection is virtually nil.
 
Our individual voices are so small that it may not be heard in the Executive Council or the Legislative Assembly. The fact is that we have not been unionized. We will never have any power or representation in the society or in the Government to express the interest of the “middle class” as defined in here.
 
In dealing with UBW, the housing department has adopted the high-handed policies towards our fellow landlords for many years since the colony time. Under the enforcement of such policies, our voices have never been heard.
 
Many members in the Incorporated Owners (I.O.) have abused their power. Also conflict of interest usually exists in approving and awarding contracts. There is no justice and fairness in this practice.
 
In the light of our comments above, I believe there should be no further delay before we, the middle class people, must work in joint effort in form of a union to protect our human rights and benefits in the society of Hong Kong.

Aims:


  1. Monitor the I.O. elections to be conducted on a fair basis and in accordance with the common law.
  2. Offer help to the Government in actions against dangerous and illegal structures in common areas.
  3. Offer help to owners or landlords in dealing with their illegal structures in existence.
  4. Offer help to property owners in dealing with any changes or improvement to existing structures.
  5. Promote respects for human rights of all people.
  6. Offer help to complainants of any over charged rates and taxes and managements fees and/or other charges.
  7. Monitor the supply of the government housing estates vis-à-vis the supply of private housing in a fair and economic balance.
  8. Protect all legal rights for all individual property owner(s).
  9. Prevent by appropriate means including legal actions any abusive performance of the I.O. under the current legislations.
  10. Watch out for any conflict of interest in the committee work of the I.O.
  11. Monitor the I.O. in the discharge of their duties in compliance with the Building Ordinance 344.
  12. Maintain good and healthy living environmental standards in the areas.
  13. Assist complainants to resolve disputes with the I.O. in management matters.
  14. Resolve with the I.O. in matters that are deemed to be unfair towards the other property owners.
  15. Monitor the performance of the I.O. in compliance to the Deed of Mutual Covenants (DMC) applicable.
